Planning permission. Two words that can stop a project in its tracks before it’s even started. At Royal Arenas, it’s one of the first questions we get from horse owners across Meath, Kildare and Dublin, so let’s clear it up.

The short answer is: it depends. But don’t worry, it’s usually more straightforward than you’d think.

When You Probably Don’t Need It

In most cases, a private outdoor riding arena on agricultural land doesn’t require full planning permission. If your land is already used for agricultural purposes and the arena is for private use, you’re likely covered under the exempted development rules. This applies to many of our clients in Meath and the surrounding counties, where there’s plenty of land being used for horses already.

That said, there are conditions. The arena needs to be for private use rather than commercial gain, and the structure must stay within certain size limits. It also can’t be used as a permanent building. A surface, drainage system and perimeter fencing generally fall within these exemptions.

When You Might Need Permission

Things get a little more complicated if you’re planning a covered or indoor arena, operating commercially (running a livery yard or riding school, for example), building in a protected area, or if your property is subject to specific planning conditions. In these cases, you’ll likely need to submit a planning application to your local authority.

Planning applications in Ireland are handled through your county council, and the process involves submitting drawings, a site layout and a planning report. It can feel daunting if you haven’t done it before.
